Travelling while waiting for permesso…. Long time coming

We have a valid type D visa for multiple entries to Italy also a passport that is accepted for 90 day visa free travel in Schengen but are also holding ‘receipt’ . Can we travel freely in Schengen area whilst waiting for the permesso. Or does the ‘receipt’ override everything else.

We go in amd out with the receipt for our permisso di soggiorno": sometimes a bit of a hassle if we come via paris to rome, young inexperienced immigration staff first have to go and check if it is valid.
