Awaiting First time Permesso Sioggorno study - Can I Travel?

Hello everyone!

I'll arrive with study visa Sept 18th to Naples and tramit Permesso Sioggorno Sept 20.

Permesso Sioggorno waiting times are 4-5 months and I want to know my travel restrictions.


Is my waiting time in Italy counts towards the 90 days visa-free travel in 180 days period inside Schengen? Or am I locked in Italy since December 22nd?


I want to fly to Germany and transit though schengen countries in December 22-January 6th.
