Issuing Exit for family without issuing of Iqama

Dear All,

i bring my family in month of June on Istikhdam visa but still didnt make their Iqama's.

now i want to send them exit without issuing Iqama to avoid to pay the dependent fees as still the three months visa is valid.

i have contacted all the sources and visit jawazat and call on 992 as well but have a different opinion.

if you have any information please share it with me.
