Two years Degrees Verification from Saudi Culture Pakistan

I have done Bachelors two years ( 14 years) from Punjab University as well as Master two years ( 16 years) degree from Quaid e Azam University.

As per mosadaqa, Bachelors degree must be 4 years and credit hours must be 120 to 180. I don't have both. My master degree has 60 credit hours and is equivalent to Bachelors .

So Whether I submit my master degree in Bachelors Category or submit both degrees to Bachelors section. Or is there another work around to verify my Master two years degree.

And whether I have to pay double fees and submit both degrees in separate sections
