09/25/24 My question is I meet the requirements for retired permanent resident. How can I move it to this state. So I can get away from this blackmail hanging over my head. My only recourse is to leave Brazil it I can’t resolve this problem. -@NewBrazil
According to Resolução Normativa No 40, de 2 de Outubro de 2019, you can apply for residency based on retirement while in Brazil:

To do so, you will have to provide the Federal Police with this documentation required by the above Resolution:
Art. 3º The following must also be presented to the consular authority (in this case, the Federal Police):
I - proof of retirement and ability to transfer to the country the amount, in foreign currency, equal to or greater than US$ 2,000.00 (two thousand dollars);
II - proof of receipt of a survivor's pension equal to or greater than US$ 2,000.00 (two thousand dollars); or
III - other regular sources of income to supplement the amount required in art. 1º of this Normative Resolution, if necessary.
Sole paragraph. The initial term of residence of the immigrant holding the temporary visa referred to in art. 1º will be up to two years.
Art. 4º The interested party who is in the national territory may be granted a residence permit by the Ministry of Justice and Public Security, provided that the documents provided for are presented:
I - in items I to III and VII to XI of art. 1st of Normative Resolution No. 01, of 2017 of the National Immigration Council; and
II - in art. 3 of this Resolution (listed above).

The additional documents required by Art. 4 I above are:
I - Application form for Residence Permit, as per Annex I, signed by the interested party or their legal representative;
II - valid travel document or other document proving their identity and nationality, in accordance with the treaties to which the country is a party;
III - document proving filiation (names of parents), duly legalized and translated by a sworn public translator, except if the information is already included in the document referred to in item II;
VII - power of attorney when the applicant is represented by an attorney;
VIII - simple Federal Collection Guide for the processing and assessment fee for residence permit applications with the respective proof of payment;
IX - documents provided for in a specific Normative Resolution of the National Immigration Council applicable to the application.
X - criminal record certificates or equivalent document issued by the competent judicial authority where the applicant has resided in the last five years;
XI - declaration, under penalty of law, of absence of criminal record in any country in the five years prior to the date of application for residence permit.
