Thanks for sharing the information. I guess that the rule also applies to the Americans who live in Germany with Niederlassungserlaubnis? Or did I misunderstand the rule?

It only applies to tourists, if you are a permanent resident in Germany it doesn't apply to you.

Nope. Only applies to non-residents. Similar to the ESTA program in the US.
