IMO, the best way to make an impact in your neighborhood is to contact your local committee person for guidance.

Perhaps go to your nearest pagoda or temple?

always need volunteers for food preparation and help with prayer set ups etc

Most temples are fascinating places to wander and help

Welcome to expat.com, crbiglin, and thank you for your post.

The issue of foreigners volunteering in VN has been a topic of discussion on this forum many times.

I believe the process in acquiring a DN1 Volunteer Visa is even more complicated than a Working Visa, in that the Volunteer Visa requires not only the approval of VN immigration, but also of the local community authority in the area/region where the volunteering will be offered. Qualifying for a DN1 Visa also requires the involvement of the organization to which you wish to volunteer.

Also, and although the thread on "Teaching Pro Bono Publico, Pro Gratis, or Privately (one on one) " (Link. good comments there)  was specific to teaching, my thinking is that "volunteering" in any field, in any capacity, would require approval.
