US American child's "exchange" in the US

So I've lived here for almost 19 years, my husband is German and our kids have both passports. They've gone to German schools, but we speak English at home. Now I'd like to plan for my 8th grader to go to her aunt and uncle's house in the US in 10th grade. My q is, what kind of documentation can we furnish to avoid the fees involved in routing her into an exchange program/how can we show the specific school we're looking at that she's just a regular American student? (She doesn't need one-on-one remedial work in English, already has housing, doesn't really need special support, etc.) Or am I missing something important and there's something to be gained in categorizing her as a German exchange student?

There are no such fees or documentation needed from the German side.
