VISA 14 transfer process

Good Day! My Civil ID is currently expired and my previous employer extended me for 1 month as Visa 14. I have a new employer but they told that the transfer process will take time. Now I only have a week before it expires. Is it ok to just pay the fine of 2kd per day after expiry until the transfer process is complete? Or is there anything better that I can do?
