Anything is possible, whether it's advisable is another matter.

Do they have a driver's license (Can they drive a car?).

HCMC is not the place to learn.

Get a bicycle and practice with that in a park for a while.
Then take it on the street for some more time.
Then take it in traffic (like the kids do) for some more time.

Then if all that has gone well, get a motorbike.
