Hi..
I would suggest you open your Pakistani restaurant in Kuala Lumpur or Petaling Jaya instead of other cities in Malaysia because the population of those two areas are exposed to foreign restaurants.
Answering your questions:
1.  Rental : Really depends on the location.  It ranges from RM5,000 - RM30,000 per month based on the location.
2. Utilities : budget for about RM6,000 a month
3. Manpower : depends on the quality of employees you recruit.  You will need fewer staff if you have more experienced and efficient staffs.
4. You can recruit all the manpower in malaysia.  we have a big population of pakistani here.
5. I don't understand your question.  What do you mean with average saving?
6. Minimum capital requirement: really depends on what kind of restaurant you are planning to open.  renovation cost will add a big chunk to your start up.
7. Business timing  : for restaurant is 11am - 10pm but we have a lot of 24 hour eateries serving simple food called mamak shop.
8. Popular food in malaysia : Malaysia embraced all kind of food, but the popular ones are Indian food, Chinese Food, Malay food, Italian food and Middle Eastern food.
