I am not sure to be honest but wasnt that the whole idea and the reason they got the 16m for introducing a biometric card/permit rather than an id card to EU foreigners.
I think I read that the biometric is for Maltese only, and that its illegal for the docs for foreigners to include more than basic info. We are being issued the same physical card, but with much less info on it (I think)

Illegal, I doubt but may be against EU rules!
For biometric they would need to either take fingerprints or do a retinal scan. However on the ID1 form you do have to tick at the bottom of the form either that you "wish to proceed applying for an electronic identity document" or "do not wish to proceed with applying for an electronic identity document"
Not sure what happens if you tick not to proceed, perhaps you get the residency card without a barcode or tracking number?

This copied from the 2012 act regarding the new residency card.
a photograph of the person in respect of whom it is issued which, in the opinion of the authorised officer,truly resembles such person at the time the residence document is issued. It shall moreover contain the signature of the holder or a reproduction of a recent signature of the holder, and also the following particulars concerning such person:(a)name and surname;(b)the address of the principal place o fresidence;(c)nationality;(d)place and date of birth,and may include such other particulars or information as the authorised officer may deem appropriate.(3)A residence document shall be made of such material and in such manner as in the opinion ofthe authorised officer, or as established by law, provide adequate security against forgery, tampering or alteration thereof, and it shall, in any case, include a limited area where machine readable coded information may be inserted to enable the electronic identification of the holder.Cap. 217.Cap. 420.(4)The use of any information captured duringthe residence document issuance process may only be used for the purposes of the Immigration Act, the Refugees Act and any related subsidiary legislation.

a tad too vague for me - and a open to interpretation - could cause problems if theyre all not singing from the same hymn book

ID cards expire end March, but residence docs expire end June ne
As a residential card is required in order to obtain a new i/d res card,how do I require one when the office only seems interested in interviewing persons with all the required documentation.

I'm not quite sure what your question is.
To require a ' residential card ' you have to apply by appointment for one with all the documentation.

the point I am trying to make is that at the moment, I do now have a residence card. Does this mean I require 2 appointments, ie 1 for res permit and 1 for new i/d res card. Sorry for being a bit slow on this matter

1 appointment only. The permit and id/res card are the same thing

as George says it is all in one now.
When you apply for the new combined card you have to pass in your old ID card and your residency document and you will receive a receipt which doubles as the new residence card/ID card until they issue the new card.

On a slightly different note, does anyone have an idea what the card could be, I got hand delivered by the police? I received it today. I don't think it has anything to do with my residence application, but you never know. The card is "orangy" and reads on top "BIEX TIVVOTA". It has my picture on it and "kunsil lokali 2013". It has been supplied by Kunsil: Tas-Sliema. The card is plasticized.
My wife took delivery of the cards before I could question the police-man about the purpose of the card. As we are over 60, could this be the famous "Kartanzjan"? I would have thought though that this word would be on the card.

For EU and local elections.
If you are over 60 and havn't received your KarteAnzjan you should get in contact with your local council.
Normally they are sent out about 1 month before you reach 60.

Let me see: Getting the new ID card which is same as residency card takes around 3 month.
And it's required to open an bank account, and to be registered with arms?
Is there any fast-lane for newcomers EU residents or should I wait so long?
(well, no salary, while I dont have bank account...)

the HSBC bank told me that they now accept passports and a rental contract as proof of residency!
Maybe worth a try if it is urgent. Let us know if they value what they told me the other day.

Once you apply for the residency card you are issued with a temp card that is valid untill the new card is issued, you can use this for the bank and ARMS if required.

Its ok, but the appointment dates issued now are in april...

Has anyone seen any sign of life AFTER handing in their documents? Some token that they have even been looked at? Or is 3 weeks too short in Malta to expect any movement?

No, we just received the receipt that counts as ID document.Knowing Malta I'm not expecting any further document within the next months especially as the old ID cards are still valid until the end of March and after that the old residence documents are valid until the end of June.
If they accept your documents at application I don't see why anybody behind the scene will object !

On a different note, does any one know here from what date onwards one becomes a resident for TAX purposes? From application date? Arrival date in Malta or the date one receives the residence certificate?
