Copy of USA passport

Are you sure you got that correct? A certified copy of a passport? Why not just get a passport from your nearest US embassy and take that to the Germans?
I've never heard of a certified copy of a passport, you either photocopy the relevant pages or you show them your passport.
Surely having a certified copy would mean you had two copies of the same document, this goes against the whole point of having a passport.
