Yes its a decent area 
,you will be just fine without a car ,taxis/cabs are brilliant and you will be staying in an area that's quite central and all the nice hang out spots are there as well - there`;s also a metro see http://dubaimetro.eu/dubai-metro-map which is very very convenient ,the public transport system is great.
