My HR office has told me that the Letter of No Objection, is a fiction. That there is no such letter, at least as of recently. There obviously must have been such a document at one time.  My particular company's policy is to not transfer anyone's Iqama.  If/when see a better company in KSA, and are hired by them, I must give notice, and return to home country and re-process a new work visa.  Employers MAY transfer one's Iqama if they choose to.  It comes down to "how badly do you want that new job?"  Is it worth 2 to 3 months of lost income to return, and run the paperwork gaunlet?  One must make the hard decision.

no such obligation of 16 months or 24 months. only make sure you get EXIT on your visa not exit rentry (which they give sometimes and later enlist you in blacklist category just as a revenge of leaving the company for a better salary) they behave sick minded you know if angry. heard few stories like these before
