Hello there!
Just wanted to tell you that 1400KD is already A VERY GOOD OFFER especially if I got that right, that you're Egyptian?! I want to be honest with you: I don't know any other non GCC Arab here in Kuwait, that makes that much money! I'm an engineer with an MSc and add. B.Sc and I'm still looking for a well paid job since MY best offer was only 600KD so far (plus housing, transport allowance). If I would be you I'd come running! 
However, your idea from saving 800KD is quite unrealistic, let me explain why:
1) A small flat with one bedroom, spacious living room and bathroom plus kitchen is about 150 to 230KD. Give or take depending on the living area you choose. You can buy a car here from 500KD up and gas(oline) as any oil- and gas-products here, is dirt-cheap. I live here with my wife a simple life without special or expensive food, but we still need about 300KD/month for groceries.
At the end the decision is yours, but I don't think that you can get THAT kind of money in Egypt at the moment.

aaah one more thing ... should i pack any winter clothes ? or is it hot all year long ! , hope not
