I'm canadian with a quebec drivers license. I just bought a car and cant get insurance with the company I tried. Does anyone knows an insurance co that insures cars owned by canadians in Paris?

Well I would like to know too. I suspect you are a Canadian citizen with secondary residence in France. In my case they ask me about a "domicile fiscal" before any licence. I am also looking to insure a car in Fracne using a secondary residence and I even have a driving licence. Even with that I cant get one

I think you'll have to get a French driving license (in exchange with yours)
May be you should call the BCT ( bureau central des tarifications), normally you'll get the answers to your questions.
