I have always used Western Union at a Vendor (online seems to cost more)  While the conversion rate on XE.com is 42~PHP/1USD, they give a rate at 41~PHP.  The fee is 12USD.

But I am in the United States. It may be different coming from your location.

You can also try getting a Citibank account.  International Transfers are usually free to $8 between Citibank accounts.

thanks for your advice. :) was able to send through western and yes, the rate is lower, but better than sending through moneygram. :D
