Your best bet in this case is to scour the blogs (this is *the* place to share blogs) and look for people in your area that way.

I am in the Limousine region. It does appear sometimes as if there is none out there, this site needs to be used more.
You are way South lovely part of the world.
Personally I enjoy where we are more or less on the middle however the weather can be a bit iffy. I suspect that South the weather should be better although being so close to the Pyrenees it must get cold when it snows.
France is a lovely country despite what some peoples views are about bureaucracy but honestly if you pay attention and give them what they want its not a problem! I don't see it any different in any of the other countries I have lived in.
The people are lovely even the Parisians once you get to know them, any city has a culture of getting on with things and little time for anything or anyone but thats cities for you.
Rural life is a good pace things get done and the French seem to have the work life balance right avoid stress where possible.
