Best city for single mum two kids under 4 years

Im planning to move in the summer and I can't seem to decide where to live there are a few factors that I have in mind
1. Access to all daily needs.  Transport hypermarkets schools day care university hospitals
2. Expenses
3. Will I need a car or not
4. I planto study as well but I'm also looking for government options in tms of free language courses specifically French
5. Safety
6 part time job

Are there other factors I should be looking at?

Most of the big cities offer all what you are asking about.

As you emphasis on the french language so let's say it could be better to be in Montreal, Québec or Sherbrooke (the 3 biggest cities in Quebec province).
