I have a question:

If I am still in the United States, am I allowed (and how) to open a personal bank account in Costa Rica without having to be present there.

It is suggested that you are present to establish an account.  You may be able to maintain the account from abroad but there are new restrictions.  You may find it most helpful to have a power of attorney registered with a local attorney to assist you.
