Are there any expats married to expats that has permanent residency?

My husband, South African, works in Brazil and would like to bring the family over so that we can have maximum time together.  Seems like an impossiblity as all the expats he knows, that stays in Brazil are married to locals.

hmmm. Your husband is a permanent resident based on work? if he is, then you can get a "Family Reunion" visa for your family. this visa works for dependents of either a brazilian citizen or legal permanent resident. if he is on a short term work visa, then you and your family can stay with him for stays of up to 180 days at a time on a regular tourist visa. but as he is an expat as you say, he likely has a permanent visa, and you and your children under the age of 21 can each get a visa to live with him. you should look directly for links through your local brazilian consulate general.
