social security pension payments? Problems..

Hello! I'll be relocating from the U.S. to Liuzhou in early January. My wife (who lives in Liuzhou) tells me that the Bank of China said they'd have to do a "clean collection" process for my social security payments (a process that would mean not receiving benefits for 1-3 mos.)... but I believe this process is applied only to paper checks.
They don't seem to understand that Social Security payments are made electronically and there is no paper check involved, no need to ensure that the check will clear.
Does anyone have any experience with this? Do you receive retirement payments in China? I really appreciate any help you can provide!!! :-)
