Where is the best,I should say is there a place to live ($500-600/mth) in Costa Rica that has a large expat community, beach nearby? Looking for a place to hang out, feel safe, make friends and finish my degree.

Costa Rica has very diverse micro-climates.  Just a couple of examples:
Monteverde - yearly mean temperature is a low of 61 and a high of 64 degrees Fahrenheit (16-18 Celsius)
Samara - January mean temperature is a low of 65 and a high of 83 degrees Fahrenheit (18-28) Celsius.  These are two extremes but it gives you an idea.  One really needs to take a tour of the country from the beaches to the mountains.  You will find expats everywhere.  We purchased three acres in an expat community 17 kilometers from Santiago de Puriscal.  It is about 2900 feet above sea level, yearly mean temperature of 22 low to 26 high.  This will negate the need for any heating or cooling.  Good luck in your search!
