what happens if Saudi Govt relax the current strict rules???

If Saudi Govt Relax the rules like Dubai or Bahrain. Open to all like No restriction, Theaters allowed,women driving, Clubs are accepted except No Alchacol and No flush business ( No tourist women allowed for long stay) This will reduce the inapproprite realtions. Women walks in the street with out fear. Men live a displined life.
