Re-newal of medical card

I have lived in Spain for 11 years. My medical card was due for renewal, and was told at the meical centre that I needed proof of non tax payments in the UK, After a visit to the social security office(I have a social security number as I worked for the first three years here) they advised me of new legislation regarding medical cards and tax. I have since then got nowhere with this problem. Any advice? Thankyou.
