help needed with health care !

We are both in our late 50,s and looking to take early retirement...we are worried this won't be possible till we reach retirement age....my husband has rhemotoid arthritis so the drugs he takes are very expensive.Would we be able to join the health care system after 12 months living in the town if we register with the pardon,or would his condition not be covered.The only other way is to buy a holiday home and stay in the UK till we both retire and then come over.Any help would be so helpful !!!
