Anyone have a contact for Turkish authorities for a remarriage waiver?

As some of you know im traveling to Istanbul end of May to marry my fiance. But i have previously been married and am now divorced. when i contaced the embassy they said Turkish authorities can waive the 300 day waiting period. What do they mean "Turkish authorities" and how do i get ahold of them? Any and all help appreciated

do you know where i can find them (turkish authorities) to get the waiver? address maybe or phone email something like this. Or does the hospital tell you where to go to get waiver after medical exam? As always thanks a million!

. I just havent asked him his exact location. I know he lives in Istanbul and he tried to show me once a satellite image but it didnt work and since then i havent asked. He lives with is parents so i think thats why i havent bothered him to much with it. Because i consider my home here his home. But i do need to figure out at least the providence he lives to better understand where to get my information. sorry for the confusion, but really its more legitimate than i make it out to be
