Just how awful is the internet?

Hey guys,

I'm moving to Myanmar in June, and will at least need to have the ability to download PDF files for my studies (usually very small files).  Would this be achievable?

Small PDF File will be fine with what I have. ADSL. Red Link really sucks at my area. Fiber Optic is the best and most expensive.
