How easy or difficult is to socialize for an expat?

I have been living in Belgium since last 2.5 years. But somehow have not been unable to have a very active social life with the locals. For that matter even with my fellow Indians.

Though I have few friends (locals/ Indians / others) but I still am unable to socialize as much as I used to do back in India. I was always under the impression that abroad you have more socializing (atleast with your own countrymen) as you tend to forge new relationships and other expats find themselves equally lonely. Somwhow thats not been the case with me.

Thought I will put a question in the forum and checkout whether I have the right assumptions / expectations or I need to do something else. Any maybe bump into few more like me

I think the topic is more global in nature rather than local. I would prefer to leave it in global.
