Retirement question for USA expat

I know to apply for the retirement deal we will have to deposit $40,000 annually. My question is do you have then have the ability to use that money during the year? If, you had to leave the country for a medical emergency and you have that money held in the bank can you redeem those funds?

As far as I can understand, a retired expat must also make an initial transfer of USD 40,000 at the time of application, so I take this as the deposit. For more precise information, just contact the BOI.
