American Expats - Interesting Bill going through Congress

For American Expats, I recently became aware of a bill going through Congress (passed the House and going through the Senate) that affects our relationship with Vietnam. 

It's called H.R. 1897 Vietnam Human Rights Act of 2013, if you want a read.  You can google it.

I'm a libertarian, so in general I am not in favor of borrowing money to give to other countries. The intent looks good though. There are a lot of wiggle words in there that allow the president to bypass the restrictions if he thinks it is in the US's best interest.

As with most laws passed by congress (if it passes the Senate), I doubt that it will have any substantial effect on the underlying problem.

I wish I had an opinion about this.  Let me take a look and see what I should think, should I suddenly develop an opinion.

Who has killed more civilans over thr last decade?  would be one question I'd have to know the answer to, should I develop a hankering to form an opinion about this..  Talk about the pot calling the kettle black.

Common sense,, rather than my schooling, tells me not to be openly critical of the powers that be.  I like it here, do you?

Not really sure what Al Qaeda and Islamic extremists have to do with this.
