Malta has been subject to European Commission enquiries in recent months concerning discriminatory treatment of non-Maltese EU / EEA / Swiss claimants for Children's Allowance, so if you experience any difficulty in this regard, advise the Maltese authorities that you are equipped to enforce your EU rights: 

File a petition with The European Parliament Committee on Petitions online in any of the official languages of the European Union.

Childrens Allowence is given for all children here in Malta, it is a EU right. It is means tested. If you earn less than 12,000 per year, you are entitiled to the full amount at 288 euro per child every 3 months. Any earnings above that rate is pro rata. I had many problems in the past, you just need to keep going until you get it. Even the Area Managers are not always up to date with info...Good luck!
