Hello,

You can read about immigration requirements here:

http://www.udi.no/Norwegian-Directorate-of-Immigration/

You can read about support for student finance here:

http://www.lanekassen.no/Toppmeny/Languages/

You can read about applying to a higher education institution here:

http://www.samordnaopptak.no/info/english/

Note that speaking Norwegian would be a big advantage in moving to Norway, although that English speaking courses do exist at universities and university colleges.
