The Chinese government has put out a guidebook for the Chinese, telling them they should try to act like civilized people when they travel to other countries.

China's National Tourism Administration have publicized a 64-page guidebook on their website advising Chinese nationals not to pick their noses in public, urinate in pools or steal airplane life jackets.

The government should write a similar guide for their people to behave accordingly in their own country first and then that would translate into proper behavior abroad. You can't expect a  naughty child at home to behave differently outside the home.

No wonder civilized nations are still making it so hard for Chinese Nationals to gain entry.

64 pages of Chinese text is a lot...

It makes sense to tell people how to behave in other cultures.  There's no way you're going to get them to stop doing what they've always done in their own country, but you can tell them not to do it abroad.

The fact that it's 64 pages really says a lot.

Recently I've been watching the series "The Boardwalk" about prohibition in the 1920s... Anyways it's been interesting noticing some similarities between early twentieth century USA and early twenty first century PRC.

Perhaps "the guide" is a tiny pocketbook with large font and lots of pictures ;)hence the 64 pages.
