I think you need to think about where before your other questions can be answered. Where in Mexico ? most of your questions hinge on where. There are a number of good sources of information out there for you to see, like Yucatan living and the official web sites www.visitmexico.com/‎ and government of Mexico where you can get current information about immigration.

Agree with travelight. I will say that it is not cheap if you are near any water.
