It depends on where you're living.

Unless you live in the deep forest or mountains, you are certainly surrounded by people wherever you go in Taiwan.
I recommend you make the first steps towards them, they are in general quite friendly and curious about foreigners, if a bit reserved at first. (Starting to learn Chinese helps tremendously in this!)
If you feel uncomfortable with the Taiwanese and don't want to make friends with them, you came to the wrong country!

Good luck,

Hello Angel_ize,

Maybe the Network of South African expatriates in Taiwan would help you make connections?

It is never easy taking a bold step into what is known as "motherland" - one blood, one ethnicity. Unlike the U.S. an immigrant country, trying to break ice in Taiwan with the local folks may be harder than you think. Dunno where you are with Mandarin (for a start) but having some fundamental definitely get you a long way. Hanging out with the local expat bars in major cities is a good start. I bumped into white folks all the time and Americans of all shades when I’m there every year. It was never a problem.

If you’re hitting the locals, you would need the language. There’s no way around it.

Angel,
Taiwan people are one the nicest people but not in appearance because they are afraid of their level of English. You might want to make the first step.
Generally and most of the time, they treat foreigner very friendly.
All you got to do is to do the first step.
If you're still unsuccessful, well get in touch with me

What city do you live? I'm in Kaohsiung, but travel to all major cities for work.
Have you tried the "personals In Taiwan" on EIT?
What things do you like to do to meet people?
