Tycoon wants to cover Sa Pa’s mountains in more concrete and metal in the form of a massive resort-entertainment-golf complex that includes a tram to the top of Fansipan.
Dang Minh Truong, Sun Group deputy chairman and CEO, said the company is committed to preserving the natural environment and “ensuring the quality and safety of a national level project.”
I have been to this part of Viet Nam a few times and it's absolutely beautiful.

All depends on nationality of the chief Engineer,the designer and the major financial backer.
If it's just  a machine to get to the mountain top,then expect a God awful,gaudy contraption with concrete statues every 100M.
If it's designed with preservation,not profit,in mind,expect a non intrusive,natural trip to the top of Fansipan.And all can experience the wonder of the mountain.
My bets are on profits over preservation.
