Just received this ....

Please be aware that as of November 29th all residents of Malta will be permitted to apply for the residential rates with the Utility Company ARMS, please apply with the 'A' ID card, the new e-res-card or a passport.

Just to be sure...Is that the form on ARMS that says 'Request to change billing tarrif' /Form R?? Changing from Non-residental to residential?

Report in the Times today states that the reason landlords are reluctant to give reduced rates to tenants is that they may abscond leaving the bill to be paid by the landlord!
Surely they realise that if the tenant absconds on the lower rate the landlord will have less to pay!!!

all the more reason to have the bills put in the tenants name - but it shouldnt need a deposit of €466 - or if so then the deposit should be refunded in full and in cash (not credit against future bill).. once regular payments have been established - or even easier why not install monthly direct debit...

NO form R is the one mentioned but form H is the change to consumer numbers
