Can someone call 116111?! URGENT

I think there is an abandoned baby in Umm AlMumineen Sawdah Street in front of Layali AlMafroosha apartment building here in Jeddah, AlNaseem district. I heard crying almost nonstop for 20 minutes and no adult voices or prescience. I can't see a baby from my window, but I'm scared, please call that number... It's a help hotline for children.

And the first thing you did was posting on a forum ? Why didn't you directly call the emergencies ?

Phew! that's just merciless (if somebody really leave a baby)...how's the crying baby? or can you please realize - just how cold the temperature outside is?
or maybe, the baby is just crying, that's all! :(
