Hi Muhammad,

It depends whether you want to go to a private or a public college or university. Furthermore it depends in which state you want to study. In some states likes Bavaria it's not for free, it cost approx. 1000€ a year. You can get more information on the following website:

Although there are no school fees in most universities, there are some administrative costs (as the above poster mentioned, they can be up to EUR1000/year), compulsory health insurance (subsidized student rate EUR80/month) and accommodation and daily living costs of (depending on your lifestyle) minimum EUR600/month. Thus, to be able to also buy required books and study materials, it is best to have at least EUR900/month available when studying in Germany.
In addition, except for courses held in English (which are few), non-German-speakers should attend six months preparatory classes (pretty cheap at approx. EUR600-800/month) and pass a language test before being admitted.

As the others mentioned, though tuition is free there are extra costs that students have to pay which put a student's budget at at least  €600 monthly.

Actually Bayern reviewed their laws in 2012 and students in public Universities no longer have to pay for tuition fee as from Winter Semerster 2013/14: mkenyaujerumani.de/2013/02/02/no-tuition-fee-in-bayern-from-winter-semester-2013/
