Accommodation declaration for Malta

Hi can anyone help me. I am applying to go Malta from England on work placement for 3 weeks and the college is funding the trip. The accommodation which will be at a university residence will also paid for by the college also. At first I was told I can submit confirmation of flight and accommodation as a copy. Who needs to fill the accommodation declaration form (if I need it) and also do the university need to send all those supporting documents - proof of residence, proof of income, hosts ID card etc. This is kinda confusing and I cant speak to anyone on phone about it...its all in writing which is taking forever. HELP PLEASE!
