Why are the speed limits so low in Vietnam?

In all seriousness,
I for one would hate to see the smaller scooter types of bikes on ANY high speed (100kph or plus) roadway or highway. 
NOT because of the lack of rider ability or experience of long distance, high speed riding of the average Vietnamese bike riders. (or their habit of always talking / texting on their bloody mobile phones while riding  :dumbom: )
Far more than that, mainly because of the smaller diameter wheels on such scooters/bike are simple not designed for any sort of high speed travel on an open road / highway.
Lost count of the number of accidents I've seen over the past decades of riding bikes in different countries around the world.
A Duc (Ducati) dealer in Naples point blank refused to hire me a little scooter (150cc) when I told him I intended to ride it up to Lake Como and back.  :(
He stated quite bluntly that scooters where great for weaving in and out of city traffic, but at any sort of half descent speed on the highways the smaller wheels made scooters inherently unstable and dangerous !
He added that if anyone on a scooter hit a pot hole, or anything else at speed, the rider had better have all of the best quality protective clothing on, from head to toe, that money could buy - AND LOTS AND LOTS of medical insurance !  ( HIS WORDS - NOT MINE ! )    :cool:
Ended up hiring a MotoGutsy (Moto Guzzi V11 Rosso something)  Red and silver color that required a change of underpants if you forgot for a moment what you where on and gave the right hand a good hard twist !  :o

Small bikes or scooter on any high speed road, anywhere = BAD NEWS !  :(
BIG bikes on high speed roads and highways = MAGIC !!!   :D:top:
