Welcome to the forum and yes you need to post a certain number of times (I think it is 10) before your PM system is active.

It should not.
New members roll in, send a load of spam PMs, get banned and we never see them again.
I've had PMs from gold diggers, prostitutes, male prostitutes and Nigerian princes, all wanting cash.

That's why it's there, and that's why it shouldn't be open to debate.
