Bui Vien street-Fact or Friction? Q's for Vietnamese

The writer is claiming that Bui Vien street doesn't have many tourists at night and that the chairs/tables are still absent.
There are many Vietnamese on this forum and I'd like  to ask them -
Do you go to this Bui Vien street in the evenings?
Do you encounter less foreign tourists there now?
Are the police still enforcing the 'no footpath seating' rule?

And expatriates,if you've been past there lately,have you seen a change in the street scene?

Since last week June 1, 2014, the cops have allowed seating on the street AFTER 11pm. I live nearby n come to Bui Vien 2-3x a week.

There are more tourist now since the relaxed enforcement after 11pm.

Usually only the more down to earth locals go to Bui Vien. One time I had 2 high maintenance girls refuse to go there. They said it was too dirty.

Still no chairs, just the cover over the pavement,.
Yes the cops drove by once whilst I was there. I think I left about 9:30pm..
Tourist numbers seemed the same, but the feel of the street is not the same as before these restrictions!

I would prefer to see Bui Vien closed to everything but motorcycles and pedestrians if that were possible. The cleanliness doesn't appear to have changed, it's acceptable to me.
I did hear people saying that after 11pm the cops allow the seating to come out, but I don't know for sure.

I miss the seating on the side walk. It created a nice buffer zone from all of the people selling stuff to the tourists. It is also a great place just to watch people.
