The thing is the water that comes in the tap is indeed very saline and hard .But the problem most people face while showering is like you mentioned Ex:dry skin, rashes, dandruff, frizzy hair etc.But the main cause of these problems does not lies in water but the presence of chlorine that is added in water plants for the purification or treatment of water. Though there are many ill effects of heavily chlorinated water but some of them are more recognisable and i dont want to scare you by mentioning all of them.
Thats the reason why shower filters are used to reduce the levels of chlorine ,though there are many ways to decline the levels of chlorine in water but there is no way to decrease the hardness of water. I dont know about any retailer here in KSA but here is a site that you can contact the supplier.

And here you can buy one

This filter removes 98% of Chlorine in the water and other water soluble dirt. When I started using this, my hair loss is gone.

Used to hard chlorinated water here in the UK, but can I ask an awkward question?  Is the water safe. With the heat I thought I'd quite like to make salads. Can you use water from the tap to wash vegetables and eat them raw?

In case you've been holding that salad and awaiting someone's answer: Yes, it's safe. I know because I'm still alive, biologically-speaking at least. I ate a salad once and survived that ordeal.

However, if you climb to the roof and look into the water tank, it could be similar to  Stephan King's "IT." And same regarding the well down below.

Some people drink it. They're fine. Just can't have babies no more. JK
