Capital Gains Benefits if moving to Puerto Rico - who has more detail

IT is my understanding that Puerto Rico in an attempt to attract wealthier people has modified their capital gains tax code, I believe section 120 or so, wherein a person who moves to Puerto Rico and then claims Puerto Rico residency, would have a Capital Gains of 10% down to 0%. 

Does anyone have the specifics on this?  Any detail's would be appreciated.

I'd suggest you try to find a professional like a CPA or a tax lawyer and get a solid advice based on your personal circumstances.
