How to obtaining Brazilian citizenship with 2 misdemeanors?

I am very interested in retiring to Brazil but have
2 federal misdemeanors for failure to file federal personal income tax returns on time.
Each misdemeanor carried a 1 year sentence. 
Both sentences completed (2 yrs total) over 10 years ago.
Is it possible to obtain permanent residency and citizenship in
Brazil? 
If so, what is the best way for someone over the age of 62 with
retirement income?

One can apply for Brazilian citizenship (ordinary naturalization) only after four years have passed since their VIPER Permanent Visa has been granted (1 year if the applicant has a Brazilian spouse or child). There are a number of requirements including a criminal record check and passing a test of fluency in Portuguese.
