Google knows it all.

Wikipedia has a list of Saudi universities. Go to their websites and search for the program you want. If you want to do a Master's, you should be able to basic research like this on your own.

As far as laws go, expats can study in any Saudi university as long as they pay (in government universities, only at Master's level and above).
