Can I get a fixed telephone line in a rented apartment without a residents certificate.

Hi,

Im afraid you can't , but in the other hand you can get the fly box from Orange or something similar from Oreedo and that will be used as a land line and internet (wired and wifi) . Tip: if you can put the flybox in a hi place in the house or if you are living in high building that will give you a better signal and could be better than the ADSL with a land line.

No, it's not possible without a card of resident even temporary
